Referral Procedure & Public involvement

Referral procedure

Effective referral system should be developed from community clinic to Union Health Institution or directly to Upazila Health Complex and data should be stored at each stage. Urgent and critical patients should be referred from community clinics to upazila health complexes and in some cases to union health institutions subject to availability of doctors. The existing referral system should be strengthened by providing a unique ID (identification number) to the patient to be referred and referred to higher level institutions. Follow-up of patients with ID will be possible and cooperation of MIS, Department of Health will be taken in this regard. At the same time, a corner should be set up in the Upazila Health Complex, which would assist the patients referred from the community clinic to receive services on priority basis otherwise they would be disappointed.

Functions
Community clinic providers should be trained on referral procedures and their roles and responsibilities.
Existing inventory of drugs and equipment should be reviewed in view of establishment of referral system (e.g. diabetes and hypertension patients can be provided with necessary drugs at community clinics for follow-up after diagnosis).
In order to establish an effective referral system, periodic reviews must be conducted between the referring institution and the institution from which the referral was made.
